The legislation does not explicitly name Dogecoin, leaving its classification dependent on how regulators apply the maturity test. Although news and community sentiment often categorize Dogecoin similarly to Bitcoin due to its proof-of-work design, its legal status might fluctuate depending on blockchain maturity assessments and the presence of an issuer.

Experts from Latham & Watkins emphasize that the maturity test will play a crucial role in determining whether certain digital assets transition from securities to commodities. If deemed a digital commodity, Dogecoin would be subject to CFTC oversight, removing some exchange-listing uncertainties and potentially stabilizing its market performance compared to more centralized, security-like altcoins.

Institutional Perspectives and Broader Market Implications

The CLARITY Act is predominantly focused on regulatory structuring and does not specifically allocate any direct funding or grants for blockchain projects. However, the establishment of clear regulatory categorizations could indirectly affect institutional involvement.
